Gov't runs out of cash for DTV converter box coupons

If you haven't applied for one of the $40 converter box coupons yet, you'll have to sign up on a waiting list—which already has tens of thousands of names on it. Will Congress come to the rescue?

The AP reports that the National Telecommunications and Information Administration, the agency that's handling the DTV converter box coupon program, has burned through its $1.34 billion budget for the coupons.

That's bad news for those over-the-air analog TV viewers who need help paying for a DTV converter box, but haven't yet applied for coupons—or did apply, but allowed their coupons to expire. (You can apply for up to two coupons per household.)

Meanwhile, the analog shutoff date is alarmingly close: February 17, 2009, to be exact.

Now, the news isn't all bad. Each DTV converter box coupon expires 90 days after it was issued, and the NTIA is estimating (according to the AP) that about 350,000 coupons will expire each week until (and through) the Feb. 17 deadline.

As those coupons expire, money is released back into the program, allowing those currently on the waiting list to get new coupons. Even so, officials warn that those on the waiting list probably won't get their coupons until after the deadline passes.

In the meantime, NTIA administrators are calling on Congress to approve more money or allow the department to issue new coupons without waiting for unused coupons to expire, according to the AP.

    This is a big scam to force people to have to pay for cable and/or internet. It cost 54 bucks for the box, and the reception issues are the same as with analog! Without the coupon, it's a total rip. This DTV was big giveaway to the telecoms.

    excuse me why does this not surprise me!the goverment has proclaiming this all along!did you forget about there trillion dollor debt?now here we go again another reason to milk the people for more taxes if infact we have any money left from paying higher gas to sales taxes to tax season come april to property tax school tax and many more taxes to long to print but dont forget the goverment officials are getting annual pay increases while we have the biggest job loses in us history and we are still falling for thier bullcrap they have no money we keep paying them to basically crap our hard earn money down the tubes!only in america!!!

    I just heard today that Obama wants to delay the conversion to digital. I have bought new tv's (because I can) and I want to view them in digital. The fact that some people still live in the 20th century and are not "ready" should not delay my receiving ALL digital. When we as a society hold back the majority of people so others can "catch up" is the beginning of the end of society. We are doing it in our schools and now Team Obama wants to regulate the quality of television. Blackberry Boy better get with the program.....or maybe we should take his away because some people don't even know what a blackberry is.

    I signed up and got two coupons sent to me . By the time they came in the mail they where expired ! Great Program ?

    I think the whole idea about losing tv through the antenna is crazy and stupid. Its one of the most idiotic ideas i have ever heard off. Why cant the government just let T.V. be like it always have and pay more attention to the more important things like medical institutes or things like that?? I think thats what the money needs to go to instead of converter boxes and i think they need to just let tv be the way it is and how it has always been. does anyone agree with me? amd if you do not.. please explain to my why the money needs to go to converter boxes than to medical institutes or college preperations classes for people in high school who need help getting to college and paying for the tuition.

    I have a LCD HDTV with the digital tuner as a computer monitor so it really dosent matter for me but I can see how others could be affected..Some people in rural low income areas really do need the converter box to get basic news feeds, its not necessarily a luxury. But I think with all the money the government stashed away from auctioning off the analog band they should put it back into the coupon program. BTW i ordered my coupons in summer of 08 and i stll havent got mine.

    Its 40 bucks, comon people. I would never ask for assistance from the government for $40. How embarrazing to tell my friends that the "government" paid for "that" device..

    Why isn't this whole thing tied into a recyling program so tv's don't just fill landfills? Why is the Dept of Commerce involved and not each State individually? Why did they have expirations dates to beging with. And who invited the govt' to give away money just to sell tv's? This is nothing but another misguided program and isn't necessary. Best bet is to get as far away from Govt' control as you can.

    the gov't doesn't have a clue as to what the average citizen needs and as is typical of them they screwed up yet again. i am certain that their homes are not lacking in the latest technology for their entertainment pleasure

    Yeah, this is really what we need to be spending Billions of dollars on...there are already too many kids sitting in front of tv's instead of running off some of that fast food junk...How many hungry people in this very country could have been fed with that money or any # of other extremely necessary things....I just don't get it....think I'll go watch tv....not

    I got my two coupons, got a box, hooked it up to one of my TVs. And guess what - I live in a fringe area (mid Michigan) and HD reception is mostly pathetic except for the one channel whose antenna is about 5 miles away. On analog, I can get about 15-20 stations (adequately, not great). My receiver found five stations that were HD broadcasting (13 total channels) but I can get only 4-5 total channles, the rest say - Weak Signal or No Signal. Gonna be a lot of disappointed analog viewers come late February. And the ones I get, break up really easily. Not good.

    I got my two coupons, Dish Network had me send our coupons to them, then they said they didn't have them and came out with new receivers. They took our receiver that we had bought in 1997, we were not happy about that! We've already lost service to one of the 4 tv's they connected, we've lost one of our local network channels and the bills are ever changing. We are not a bit satisfied with this whole situation. And we still don't have our converter boxes either.

    Not everyone can afford cable TV and not everyone can work. We got our coupons and ordered our boxes over the internet. It was a better box than we could of bought at Walmart. We got them just in time for Christmas programming. The picture is so much nicer than analog TV. Even though the antenna is pointed to where the internet told us to set it to, the picture still goes in and out with the weather. Even when you walk in front of the antenna it disrupts the picture. The only thing that really sucks is the remote that came with the box. I like my old TV remote better. :)

    This is the most ridiculous thing I have ever heard. If you cant get a free coupon, GO BUY A NEW TV LIKE THE REST OF US! Why on earth is it tax payers responsibility to make sure you have TV? Get a grip! What next, uncle sam pays your cable bill too?

    What I don't understand about the entire thing is that without the government coupon, retail on these things would be 20 bucks max, these things are cheap SOBs. But b/c uncle sam is giving out coupons the retail (at least here in Albuquerque) is 50 bucks. Just another case of people screwing the taxpayers.

    I didn't realize the coupons expired! If they sent them to you, you should be able to use them. I forgot I had them until recently and they expired last June and I'm unable to use them or get new ones! That's sucks big time...and if you've moved before getting the coupons and someone in the house you moved to already got theirs you're out of luck because they go by the address and not the person. No if's ands or buts!!!

    Television is not life sustaining like heat, water, or food. It's a luxury item that not everyone on this planet has (or wants). If people can't pay for TV antennas and converters they don't need to watch it. Maybe this can be the American return to literacy.
