DTV transition: To delay or not to delay

Obama's transition team and Democratic lawmakers want to push back the analog TV shutoff date by as much as 90 days, while the FCC warns that such a move would only make matters worse. My view: It's time to rip off the Band-Aid.

First of all, here's the latest: Pointing to recent reports that federal funding for DTV converter box coupons has run out (well, for now, at least), Obama's camp is calling for a delay in the February 17 DTV transition date, while Senate Democrat Jay Rockefeller is reportedly prepping legislation that would push the date back 90 days.

Current FCC Chairman Kevin Martin counters that delaying the analog TV shutoff date would only add to viewer confusion, and he proposes a couple of alternatives: Either a new infusion of funding from Congress for the coupon program, or eliminating the 90-day expiration date for coupons that have yet to be redeemed.

So, what to do? After all, the Feb. 17 deadline is barely a month away.

Personally, I say we stick with the deadline. But why, if so many people are still unprepared? Based on evidence from the various DTV tests conducted in the past several months, it's not lack of awareness that's the problem—rather, it's viewers who are "either procrastinating," "in denial" (as one observer put it), or suffering from "technical naiveté" (from this spot-on L.A. Times editorial).

As far as "technical naiveté" goes, that's perfectly understandable—and that's why there are phone banks ready to answer questions, and as the L.A. Times notes, the FCC recently doled out $8 million in grant money for volunteer community outreach.

But while I've yet to run into anyone who's totally ignorant of the coming transition, I've met plenty of viewers who fall into the "in denial" category—and for them, nothing short of seeing their old TVs go dark will snap them into reality.

One more factoid: According to this New York Times story, about 6.8 percent of U.S. households aren't ready for the DTV transition—meaning that 93.2 percent are ready. (Remember, only those with older analog TVs and over-the-air antennas will be affected; if you've got a TV with a digital tuner, or you're getting your signals over cable or satellite, you're all set.)

That said, Congress needs to step up and approve more money for the converter-box coupon program, enough so that the million-plus names on their waiting list can get their coupons in a timely (key word: timely) manner—as in days, not weeks.

No, the DTV transition won't be fun—or easy. But as many others have pointed out, it'll be a painful process no matter when we do it, and the sooner we get started (and we've been working on this thing for 10 years now), the sooner we can use the newly available spectrum for next-generation wireless networks—4G, to be specific—that'll benefit all of us.

    Hey we've been talking about this since 1997 when the first HDTV was sold for 10K get on board old people and spend your money or get Satellite or Cable. Hey your only going to miss Judge Judy and Price is Right its not the end of the world here. Furthermore, Why are we letting a small minority of people dictate what the rest of us have already handled weeks if not years ago. Get the darn box CHEAPO and DEAL WITH IT!!!! TV isn't free anymore.....

    Doing it is fine, but extend the coupons for those that have not gotten the message or are not technically knowledgeable to know what is happening. Is there really any harm in that??

    Go ahead with the switch, PLEASE. Within a week, all of those converter boxes that the stores have left over will end up on sale for what one costs WITH the coupon. Those $59.00 boxes will becone $19.00 boxes and the Big Box stores won't be making the extra $40.00 per box. Take a look inside one of the boxes... no way there's anywhere near $20.00 worth of Chinese parts!!! IMHO folks, it's not Bush, it's not Obama, it's corporate greed that's fueling this whole thing.

    I understand that folks just want to get it over with; but think about the folks who live in rural areas with no cable or satellite. It's not like they tell you on those commercials how much the discount is, or how much the converter box is. With the so many folks losing their jobs or homes, a converter box is the least of things on their minds. Truly what will it hurt to wait 90 more days? If your tv sets are ready, then great. It's not like it's hurting anyone. Is it?

    The digital signal is poor. Unless they can boost the signal and ensure you don't get anymore than .5% packet loss, the DTV is just stupid! I got the box and I can't get 5 of the major networks while I get good signal with analog. This is pathetic! While I have a computer and don't have to watch TV, I really feel bad for the people who either live too far from the transmitter or can't afford $20 for a box(after the $40 coupon, if that is even available) or afford cable. With today's economy, no one can afford anything and each $ count! If the government wants this then they need to support both!! Analog and digital.

    My cousin Ethan told me it is high time the plebeian populace out there suck it up and deal with this transition already. How long do we need to wait for an event which is years past due? He doesn't want to see this country run on behalf of the lowest common denominator among us. Oh wait, Ethan voted for Obama the nanny, the man of the hoi polloi, who is simply playing to his base; again! Maybe next year the rest of us will have a voice.

    I'm ready but I think if the gov't is making it mandatory then it should supply everyone with the converter box free of charge. You still have to pay 10 to 20 bucks with the coupon.With so many people laid off it's hard to part with 10 bucks.Of course we can post all the complaints we want but no one from the gov't will probably ever read them and if they do they won't care what we think anyway. So everyone might as well quit the complaining because no one that can do anything about it is going to do anything. They're going to do what's best for their own personal interest and not what's best for the people of the USA.

    I say to go ahead and keep the date. My coupons expired because of lack of funds, but like everything else,time marchs on.

    Just get it done. Postponing it will achieve nothing. When change affects so many people it has to be forced because not everyone like schange even if it is for the better. By the way, while we're at it, lets change all measurements to metric. Even England who developed the old system is now metric.

    I don't like the idea as of now. I currently get 6 channels via analog reception. I ordered my coupon. I bought my converter box. I hooked everything up and boom, I get 1 channel (PBS). Thanks #$@##@# govt! Although that one channel is really clear, That is the one I watch the least. Where the heck are my other channels I use to receive just fine? I thought this was to improve things, not make them worse. Thanks Alot #$%#$#$% FCC.

    I applied for a coupon in late October, and was told I would receive it in late December. Did I get one? NO. Did I procrastinate? NO. In NONE of the public service announcements did they say the amount of money was limited, so why rush to get a piece of equipment that was unnecessary, perhaps unusable until all the stations begin transmitting in HD. Either put off the transition or increase the money for coupons. Increasing the money for coupons would be my choice.

    I wonder what bone-headed frat boy appointee chose Feb 17th as the cut-over day? Doesn't anyone realize half the country is covered in knee deep snow and freezing temperatures? Meaning emergency rooms are going to be full of bitter old Luddites who slipped and fell off ladders and rooftops trying to install or adjust antennas! This is the most ridiculous transition date for anything I have ever heard of. Also why not choose June 20th or something? Nice weather, nothing on TV anyway, and people who need to schedule or hire help in erecting an antenna can spread out the work over the summer. Everybody wins. Kevin Martin and his predecessor Powell, both unqualified pinhead Bush appointees should have seen this mess coming.

    Why should I buy a new TV for my camper or the kids bedroom? Why should we send more of our hard earned dollars over to China for another electronic gadget? Have you noticed how Radio Shack and Home Depot dont even stock outside antennas in their stores anymore? If you have a DTV have you noticed that just the wind blowing will cause your tv picture to freeze or go blank (no sound either!) Why has this been forced on us? Did AM radio go away when FM became dominant? Sure, scrap VHF channels, but keep free UHF analog TV on-the-air. Money is tight, Cable TV is a luxury that will be cut first! TV techie in VA
