Does my PC have to be on for my PS3 to connect to the Internet? -

O.k. I have a Zoom ADSL modem/wi-fi router combo unit plugged into my laptop PC. I also have a PS3 that I have been trying to get connected to the Internet for 6 months with no success. I have tried both wired and wireless connections with limited success. The PS3 will usually pass a connection test but then fail connecting to the Playstation Network and will always get stuck/time out when downloading updates.
Does my PC have to be turned on and connected to the Internet in order for my PS3 to connect to the web?
It shouldn't be this difficult to set up a home network. I was told the PS3 was easy to set up and was basically a second computer. My friend has one and says he never has problems. He has a desktop PC whereas I have a laptop PC with a wired connection into the aforementioned modem/router.
Any advice?
